CUPE is opposed to services being delivered by the lowest bidder. The drive towards the lowest bid is a “race to the bottom” for public sector workers and the services they provide. This document is designed to help CUPE members fight against competitive bidding and resist this renewed attempt by employers to wring concessions from them.
